But I have something to inform you. This WB Govt. doesn&#039;t pay any heed to any incident, otherwise 13 people shouldn&#039;t have died. Just think, how such a big Store was not having any &#039;Fire Extinguisher&#039;? I was really astonished and really taken aback that there were no &#039;Fire Extinguisher&#039; there in &#039;ReadyMade Center&#039;.
Not even that, how a Hospital B.N.Bose ( which I know as it is a stone&#039;s throw distance from my resi.) was not having any Oxyzen cylinder? Do you know, that Hospital is having at least 2/3 ultra modern technical devices which are kept unused from the time it was bought. How is it possible that the Police and the Fire Brigade came to know after such a longer time, though the Traffic Police station is hardly 2/3 minutes walk from the place the incident occurred? 
 
Just helping to get you that, we are really frustrated with the total CORRUPTION from the grass root level. Even the Govt. is not &#039;By the People&#039; , neither &#039;Of/For the people&#039;. If you are trying to do good or want to get answers the Media will REUSE you for their purpose. 
 
GO AHEAD!! Atleast try to get any reply from Govt. !! BRAVO..</description>

Observation 1
the complex would have had 10 times the number of shops than permitted by safety standards

why???
the bribe received by the municipality officer would have far outweighed the cost of being caught in the act (chances of which are anyway infinitesimal)

Observation 2:
the shopkeeper put the shutters down and putting lives at risk

why???
that&#039;s the optimal strategy giving him a slim chance of saving some goods, and even if lives are lost the law would never be able to convict him. so he played the only win-no loss card...clever fellow

Observation 3:
the fire brigade could not have come on time...no way man...

why???
who would finis the half smoked beedi? you pay for the beedi, not for some lives that are lost in the delay

Observation 4:
the hospital did not have enough oxygen cylinders (a closer look would have made the cylinder quite insignificant in the list of missing things)

why???
the management would have kept the money for the next bottle of whiskey or the doctor would rather use it for the next voyage to Sonagachi

Observation 5:
the police would never get the case going

why???
trivial pay off maximisation, all gains and negligible chances of being caught

Observation 6:
even if some tormented soul (wihout the understanding of economic rationale) registered a case it would rot in the dungeons of lower court for 5 years

why???
we are lucky that nations in Africa and some in Central Asia provide a buffer strong enough to sustain our judiciary seemingly at the middle of the table...yeah we are better than some 

Observation 7:
no one, not a single person; (including the asshole shitting this piece of crap) would take a step

why???
the apparant pain in taking any step far outweighs the pain in the event of any such mishap happeing with my near and dear ones (well the &quot;small&quot; population does bring down probabilities). So optimal for me is to live with the risk rather than being proactive

they are the pinnacle of rational decision making and one would need to write a thesis to capture the infinite dimensios of their decision process...as asn illustration...what if the owner of the complex is a big donator to the &quot;party of proletariats&quot;...and u thought the minsiters would vouch for &quot;justice&quot;

Whom to blame now??? What is the soultion??? I do not have an answer but i know for sure such incidents will continue till we a wave of irrationality swaps the otherwise rational optimisation process of an entire society that has been mastered over millenia.
